Kèr Utiewbà (Utiew /bə/ [mechanized loom] [state (condition); condition (state)]) is a subtropical Town located in the Tmíhiy̼gelfàf Region of the Tetbur Commune.
The name Kèr Utiewbà is derived from the Tauric language, as Kèr Utiewbà was founded by Qokh́a Terfel, who was culturaly Tauric.
Climate
Kèr Utiewbà has a yearly average temperature of 17°C (62°F), with its average temperature during the summer being a pleasant 23°C (73°F) and its average temperature during the winter being a cool 12°C (53°F). Kèr Utiewbà receives an average of 258 cm/y (101 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Utiewbà covers an area of nearly 4 km2 (1 mi2), and an average elevation of 0 m (0 ft) above sea level.
Overview
Kèr Utiewbà was founded durring the late 12th century in fall of the year 1056, by Qokh́a Terfel. The establishment of Kèr Utiewbà was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Qokh́a Terfel struck deals with nearby nations and communities to establish Kèr Utiewbà as a prison colony.
Kèr Utiewbà was built using the conventions of Tauric durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Kèr Utiewbà is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Kèr Utiewbà is was constructed arround several spacious packed earth mainstreets which cross one another at certain axies, with smaller streets branching off of them to premit acess to the many buildings deeper into the road network. The overall fashion is remenessent of a circulatory system, or other organic construct, and is quite effishent in its design. The town is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. Kèr Utiewbà's exceptionaly well made fortifications are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.
Looking around Kèr Utiewbà you immediately realise that the locals are looking back at you. All of them. Everywhere you look somone is staring back at you analytically, looking over every inch of you, your gear, and your companions. As you get close to people, their hands move closer to their belt knife, or dagger. You may want to watch where you go and what you say...

Kèr Utiewbà possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Kèr Utiewbà has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Kèr Utiewbà has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
While Kèr Utiewbà might ostensibly be ruled by some other power, real control lies with the senior members of the local craft and labor guilds. Their decisions have the practical weight of law, and much of their time and effort is spent squeezing out competitors and parceling out economic opportunities in the community. Some guilds might have little or nothing to do with their original trade, and now exist purely as shells for political influence.
Kèr Utiewbà's bank was built using a different architectural style from the rest of the town. The style used is famous for its stately symmetry, classical elements, and grand appearance. Columns and pillars, such as Corinthian columns, are often seen supporting open structures or porticos. Symmetry is an important feature of this style, with each half of a building mirroring the other. Domed ceilings and windows grace these buildings, with everything placed in a mathematical arrangement.
In Kèr Utiewbà during thunderstorms, with each flash of lightning, everyone sees different monsters from the corner of their eyes.
The Carbuncle near Kèr Utiewbà are known to be almost tame, such that they can be put to domestic use.
Kèr Utiewbà's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves consuming a local toxin to channel Summoning energies of tier 3 via recitation of poetic epics.
